Not really sure myself. If I had to guess though, it's probably because when you use Shroud Spear on Bakto because the attack covers him it's likely he's more focused on getting rid of it which prevents him from attacking Copen to attack him more freely.
It's just my speculation as to why Bakto is weak to Shroud Spear though.
