Inti Creates Co., Ltd. (株式会社インティ・クリエイツ Kabushiki-gaisha Inti Kurieitsu), short for Interactive Image Creates,[1] is a Japanese independent video game development studio based in Ichikawa City, Chiba Prefecture that is mainly known for making 2D Action games.
Originally known mostly for developing Mega Man titles like the Mega Man Zero series, ZX series, and classic series games Mega Man 9 and 10 for Capcom, in the 2010s and beyond they moved towards creating original properties such as Gal*Gun, their flagship series Azure Striker Gunvolt, and Dragon Marked for Death, and other works with different companies' properties such as Blaster Master Zero and Bloodstained: Curse of the Moon. They also worked on Mighty No. 9 and Bloodstained: Ritual of the Night.
In addition to their main office in Chiba, Inti Creates also has a branch office in Nagoya, which was the center of Blaster Master Zero development. It merged with the main office on July 15th 2024.[2] From 2019 to 2022 they had a branch office in Osaka focused on 3D game development which was hoped to become a base for distributing games like the Nagoya branch,[3] but it was closed after employees completely shifted to telework. The company has 98 employees.[4]

Keiji Inafune (稲船敬二)
Executive producer and action supervisor of the Azure Striker Gunvolt series, often acting as PR. Was the one who enabled Inti Creates to create Mega Man titles before he left Capcom.
History
Most of Inti Creates' founding members originally worked at Capcom under Keiji Inafune.[9] Many of them had worked on Mega Man X2 and/or Mega Man 7 and gotten to know each other, and came together to form their own team because at Capcom they didn't have the liberty to choose who to work with on projects.[10] When Takuya Aizu took them to establish Inti Creates, Inafune kept saying "hand them back" and didn't have a good impression of the company at first.[9] Other founding members include Yoshihisa Tsuda, Ippo Yamada, and Toru Nakayama.
Before the company was formed there were originally 16 or 17 people who were potentially going to be involved with it, and they voted to decide the company's name. Ippo Yamada proposed the name Interactive Image Creates, and it won. Aizu's proposed name, which is kept a secret, came in second place.[1] Finding a publisher for their work was difficult because they hadn't done so much at Capcom and weren't famous creators. At that time Sony Music Entertainment (SME) had the Club DEP program for finding individual creators, and one of Inti's members entered purely to challenge himself and won the 1 million Yen prize (roughly equivalent to $10,000). The team negotiated with them and received an additional 100 million Yen for the other 10 members, which was used to form a second party game development company for SME.[11] With 11 people,[10] Inti Creates was founded on May 8th, 1996 as the limited company Inti Creates Ltd. (有限会社インティ・クリエイツ) and at that time had 3 million Yen in capital.[4] The first game they developed was the 3D mecha title Speed Power Gunbike, which was released on Playstation in April 23, 1998. The game didn't sell well (said to have only had 5000 units produced[12]), and at this time the stock ownership ratios of SME and Sony Computer Entertainment (SCE) reversed, SCE set up their own satellite companies and centralized game development, and the concept of SME continuing to publish games fell out of favor. For four or five months, Inti Creates had no work or income and was barely surviving.
In the midst of that, one of SCE's satellites, Arc Entertainment, approached Inti Creates about making their next title, and Inti Creates co-developed another 3D mecha game, Love & Destroy (released on December 16th, 1999). Similar to Gunbike, Love & Destroy didn't sell very well, and with SCE's new president Ken Kutaragi placing more importance on hardware than software, Arc Entertainment was abolished and Inti Creates once again struggled to get another job. For 8 months they were unable to pay wages, and for a period of 3 months Aizu was eating 100 grams of pasta with salt every day. For the end of the year, employees brought in cabbage and chicken to boil together.[13][14] In order to survive, Inti Creates began working on contract titles outsourced from other companies.[15]
A huge Mega Man fan, Tsuda was the driving force behind Inti Creates creating the Mega Man Zero series. Whenever there was a game convention, he would hound Keiji Inafune about the possibility of making a Mega Man game and conveyed the company's desire to in any way he could. One day Inafune called them to ask if they were ever planning on actually sending a proposal, and the company got to work. Their first proposal wasn't Zero at all, but Inafune asked them if they could make a game starring him.[16] He asked them to make Mega Man Zero based on his perceptions and trust in them as people he personally knew.[9] Tsuda was the one who originally asked "What if we made X the last boss?", which ended up being the plan until the last month of development when it was switched to Copy X instead.[17]
Before starting the Zero series, Capcom talked to Inti Creates about making Mega Man Legends 3. Inti had many ideas in regards to the digger lifestyle, but the proposal was ultimately rejected and nothing else could be revealed about it due to a non-disclosure agreement. This proposal was unrelated to the Legends 3 project that later began in 2010 and was cancelled in 2011.[18]
On November 27th, 2003 Inti Creates was converted into a joint-stock company and renamed to Inti Creates Co., Ltd. (株式会社インティ・クリエイツ).[4]
In 2014, Inti Creates released its first self-published title, Azure Striker Gunvolt.
In 2016, Inti Creates released its first self-published physical package game, the Azure Striker Gunvolt: Striker Pack.
Company Policies and Development Practices

- Aizu's intention is for Inti Creates to be flexible and not like a normal company, instead using a guerilla-like approach to compete with large companies. If they completely organized themselves as a company and said "Let's decide everything in meetings", then they'd be no different from large companies.[19]
- The two key components of Inti Creates are "Mecha and Girls", because receiving and interacting with old men in games doesn’t seem fun to them. Instead, they believe that players who receive information and orders from a cute girl with ties to some sort of mecha element will be more inclined to do the request without question or just do it because they can’t say no to the girl.[20] It has also been stated the concept of their original game(s) is "Mecha and Beautiful Girls" (メカ&美少女).[21]
- Games are primarily made based on the director's opinions. Even if everyone else is dissatisfied and the director is saying "I'm the only one who likes this game," it will still go through. If there isn't at least one person saying they like the game, they'll end up with one nobody likes.[22]
- The creators in the company are very "whimsical/willful." There are many people who don't like to make sequel series and want to try new things.[23] Inti Creates is a very creator-focused company in which games are made based on what creators want to make, and those creators like to take on new challenges and try new ideas (but whether that comes across to players is another matter entirely).[24]
- Regarding sequels, Aizu's policy is that only entries with big enough gameplay changes are given a numbered title. That is why the second Gal*Gun series game is named Gal*Gun Double Peace while one that came after that is Gal*Gun 2.[25] This policy seems to be looser for licensed IP games such as Mega Man Zero, Blaster Master Zero and Bloodstained: Curse of the Moon, which while having gameplay additions and changes in their sequels did not have as much of a radical approach to it as some of Inti's own properties.
- Although Aizu says it would be great if they could focus 100% on their original properties, the ideal in practice is a ratio of 60% original work and 40% contract work (which they were close to in June 2019[26]). Inti Creates has built close relations with many companies as clients and doesn't want to cause trouble for them by leaving them without a developer to work with.[27]
- When forming Inti Creates, the concept was not to just form a company but to make it so that musicians, artists, programmers, and directors could all express themselves. People in the company wanting to express themselves through music is just as important as releasing games, which is why many albums have been made. Staff wanting to make merchandise is also why the company moved into e-commerce and set up an area for them to work on that.[27]
- When a character introduced in "Series A" appears in "Series B" (Ex: Shinobu Kamizono in Gal*Gun, and Shinobu Kamizono in Gal Guardians), the rule is to keep it ambiguous whether that character is really the same one as the original, although care is given to ensure fans don't think "This isn't the character I know."[28]
- When a sequel is released on a new platform, previous entries must be ported to it first so new customers will be able to follow the story. For spinoffs which are the start of a new series like Gunvolt Chronicles: Luminous Avenger iX, this rule does not apply.[29]
- Rather than abandoning a poorly selling game and risk lowering the morale of those who made it, Inti Creates may persistently update a game over and over until it turns a profit. While there is a risk to this, it can pay off; Dragon Marked For Death sold more after its update campaign was completed than before.[30]
- Another long-term sales strategy is to create sequels. While in the past the standard for success was for a sequel to reach 60-70% of the sales of the first entry, with the rise of download sales physical shelf-life is no longer an issue, and previous titles will see their sales continue to rise when a new entry is released. If "2" didn't sell well, then "3" can be released to make the sales of both "2" and "1" increase. Following this, features may be backported from the new title to older one(s) to encourage customer interest in the sequel.[31]
- Since they tend to make things that are like what they enjoyed in their own childhoods, Inti Creates only really knows how to make Japanese-style games that Japanese people want to play, and then localize them for overseas audiences.[27] Aizu doesn't think the company had any idea they were making something foreigners would like to play, and is very happy that they appealed to American, European, and Asian audiences with tastes for Japanese content.[23] That said, overseas tastes can sometimes influence decisions, as one reason Nishizawa had Kanna appear in Blaster Master Zero 3 was because of her popularity with overseas fans.[32]
- Once a deadline is set, a game in development must be completed and meet it even if it means cutting content. The exception to this is the flagship series Azure Striker Gunvolt, which may be delayed and take as long as needed until everyone is satisifed.[33]
- The Japanese Twitter account will only give likes to fanart with the hashtags #ガンヴォルトアート (Gunvolt art) or #インティ絵 (Inti drawing).
Game Engines
Inti Creates is known to use three different in-house game engines. The first iteration was named ICE (Inti Creates Engine) and was used even for modern titles like the first Azure Striker Gunvolt and Luminous Avenger iX. The second iteration is named Imperial engine and debuted with Mighty Gunvolt Burst, and was used for most titles afterwards like Azure Striker Gunvolt 3, Bloodstained: Curse of the Moon 2, and even the 3D game Gal*Gun Returns. Among employees, the Imperial engine is nicknamed "Impe-kun".[34] A newer third engine also exists and was first used for Luminous Avenger iX 2, but its name hasn't been made public yet.[35]

New Year Wallpapers

A 2023 wallpaper
A longstanding tradition of Inti Creates is the online release of several new year celebration wallpapers by various artists at the company. These are typically themed after the Chinese Zodiac animal for the upcoming year, and many of the wallpapers depict original characters not from any game. The new year wallpapers are generally considered distinct from the ones released to officially promote games.

- Inti Creates is referenced throughout the Gunvolt series with appearances of the kanji 印帝, which is pronounced "Intei" and means "Seal/Stamp Emperor." In the Japanese version of Azure Striker Gunvolt 3, Intei is said to be a front company for Shadow Yakumo (the name was localized as "Interior Creators"). The kanji first appeared in Inti's first work Speed Power Gunbike in an unused logo test video. The name is also referenced with Inti's second game engine being called Imperial.
- Among some Japanese fans, Inti Creates is known as "Lewd Emperor" (淫帝). 淫帝 is also pronounced "Intei". This nickname was born in October 2004 (the year Mega Man Zero 3 was released) in Zero Thread Mission 33 on 2ch.[39]

Gunvolt hetare keychains
- Another recurring Easter Egg is "hetare" (ヘタレ, literally "good for nothing") designs of characters, egg-like figures with scribbles for faces. Since first(?) appearing as graffiti in the Resistance Base in Mega Man Zero 3 via e-reader card, they have appeared in other series, soundtracks, new year wallpapers, some merchandise, and on the Inti Direct website welcome banner. The original graffiti in Zero 3 was described by staff as the character Menart's doodle.[40]
